London's population is forecast to increase to 10 million people by 2030 and 11 million by 2050. The Mayor of London believes that major infrastructure decisions, such as airport expansion, must contribute towards a wider and longer term plan for London and the UK Economy, and as such is asking the Airports Commission to consider the potential for a new hub airport in the Inner Thames Estuary. Rick Mather Architects, Hawkins\Brown and Maccreanor Lavington were commissioned to each provide designs for the redevelopment of Heathrow, should a new hub airport be agreed by the Government.

Maccreanor Lavington’s vision for Heathrow City offers a global future for the site as a fully functioning city, characterised by a rich mix of ecology, culture, employment and liveability. It will become a global hub for Technology Research and Development, serviced by the M4 corridor, a raison d’être for Technology Footloose industries to be here. In the heart, Heathrow Central will provide a civic centre, retail hub and focus for dense residential development. To the east a new Technology Campus will augment London's global superiority for innovation, and to the west Heathrow Exchange offers an international exhibition and conference centre.

A new layered context of forestation, historic landscape, and city activities is created on the inherited ecologically and culturally inert post-airport landscape. The contaminated hardstanding will be mined and processed on site to provide biofuel and the decontaminated aggregate will be reused in the construction of various structures on the site.

The forestation and historic landscape delivers the necessary bioremediation, energy and food production, whilst creating an autonomous liveable landscape for neighbourhoods to inhabit; and the new city activities create a civic and cultural base for employment and global research.
